| DANIEL PENCHINA is a Director at the Raben Group, where he brings years of experience in Congress to his work on behalf of clients. In his time on Capitol Hill, Daniel developed a deep knowledge of a wide range of policy issues and expertise on the legislative process. Daniel also has years of experience working with and organizing grassroots and grasstops stakeholders to achieve complex legislative goals.
Prior to joining the firm, Mr. Penchina worked in senior positions for several members of Congress, advising them on an array of issues including consumer protection, healthcare, appropriations, housing, budget, financial services, defense and government reform. He also managed the appropriations processes for three members over the course of five years and was instrumental in passing several significant pieces of legislation in the 110th Congress.
Most recently, Mr. Penchina served as legislative director to Congresswoman Jan Schakowsky (IL-9), a senior member of the Energy and Commerce and Intelligence Committees and a member of House leadership. In addition to managing Congresswoman Schakowsky's legislative agenda and leading a four-person legislative team, he was the Congresswoman's liaison to the Subcommittee on Commerce, Trade, and Consumer Protection, on which she serves as vice-chair. In that capacity, Mr. Penchina represented the Congresswoman during conference committee negotiations with the Senate on legislation to reform and modernize the Consumer Product Safety Commission, working closely with consumer groups, House leadership and staff to secure key provisions important to the Congresswoman's constituents. He was also successful in helping to pass the only reform of the bankruptcy system since its major overhaul in 2005 and worked with industry and stakeholders in the House and Senate to enact legislation to upgrade the safety features of cars and SUVs.
As legislative director and chief policy advisor to Congressman Christopher Murphy (CT-5), a member of the Financial Services and Oversight and Government Reform Committees and a new member of Congress, Mr. Penchina devised and set in motion an ambitious legislative agenda. He also served as legislative assistant and appropriations associate to Congressman Jerrold Nadler (NY-8), a senior member of the Judiciary Committee and the Committee on Transportation and Infrastructure, where he advised on a variety of issues and managed the appropriations process in a district that includes a large number of cultural, academic and social service organizations.
Mr. Penchina was a member of the board of the Lesbian and Gay Congressional Staff Association and a member of the Congressional Jewish Staff Association. He is actively involved in Reach Out and Read of Metro DC, a child literacy organization. He graduated with honors from New York University.
